    My name is ________ and this is my analysis of Anthem Blue Cross Blue Shield’s Balanced Scorecard. This presentation is part of a course that analyzes the performance of the Anthem organization through the lens of the Balanced Scorecard. This is particularly fascinating to me because, in 2015, they suffered one of the largest data breaches in history.

    This Balanced Scorecard framework construction will show how Anthem Blue Cross Blue Shield can improve performance and management of organizational risks. The records of almost 78.8 million Protected Health Information (PHI) were breached in one of the largest Health Insurance Portability and Accountability Act (HIPAA) violations in history, resulting in significant financial, legal, and reputational damage. Better protection, governance, and operations are a must. The Balanced Scorecard will help Anthem Blue Cross Blue Shield align and track the mission and vision in the financial, customer, internal, and learning dimensions, help regain patients’ trust, and ensure the organization’s long-term resilience.

    The organization in question is Anthem Blue Cross Blue Shield. Anthem BCBS is one of the largest health insurance providers in the nation, currently serving over 40 million consumers nationwide (Marchbanks et al., 2025). As a major player among health care insurers, Anthem facilitates the collection and the processing of patients’ health records and the company’s compliance with the law. The organization’s clientele consists of the health care consumers who depend on Anthem for safe and dependable coverage, health care providers who need safe and fast access to health care data, and the OCR, the HHS, and other law enforcement agencies; Anthem’s employees and management, and the company’s investors and stockholders who are concerned with the company’s market position and goodwill.

    Mission and Vision

    Anthem’s mission and vision statements demonstrate commitment to integrity, responsibility, and a high level of concern for the company’s consumers. It focuses on providing high-value, safe, and dependable health care coverage and safeguarding the sensitive health care data of its members. Since the data breach in 2015, Anthem has strived to adjust its plans to the vision of supplying its consumers with dependable health care services with the aid of outstanding administration and advanced technology (Agenda, 2022). The mission stresses a balance of financial growth and control of the internal processes and a firm commitment to the consumers of the organization; thus, security and responsibility become the dominant concern of the organization’s sustainable strategy.

    Balanced Scorecard Analysis

    The Anthem case study discusses the costs associated with the 2015 HIPAA violations, as well as 16 million dollars in penalties, lawsuits, and remediation by the Office of Civil Rights (Baz et al., 2023). Such large financial losses underscore the importance of investing in cybersecurity to avoid the high cost of violations and the subsequent remediation. To avoid these costs in the future, Anthem has implemented AI, hired a Chief Information Security Officer, and improved its governance posture against litigation and requirements to keep the organization out of foregone revenue. These initiatives will offer a financial return by reducing short-term financial exposure and the long-term savings associated with the cost of litigation, reducing the costs associated with responding to breaches, and reducing the cost of insurance.

    Financial Performance Measures

    Indicators that Anthem’s financial perspective includes are comparing the annual investment for compliance and security to the penalties avoided, savings from fewer breaches, and the ROI from implementing cybersecurity. For example, Anthem estimates a saving of 20 million from avoiding penalties and legal claims and from increased efficiency for the current 6.6 million annual cost of the interventions (Yeo & Banfield, 2022). With these indicators, Anthem will be able to better manage the financial aspects of their strategies to be in line with the priorities of risk management, and provide a framework to ensure that the operations of the organization are profitable and sustainable.

    Internal Business Processes

    Updating internal business processes will allow Anthem to enhance its cybersecurity framework to prevent future breaches. Some of the most significant improvements are the use of standard access controls and high-level encryption, the first of which allows the auditing of sensitive patient information, and the second of which protects the information from being accessed, saved, or modified. Attacks and audits are also active controls, the goal of which is to identify vulnerabilities and reduce the attack surface. Risk management takes a proactive approach by monitoring and managing weaknesses.

    Examples of key indicators of performance include an improvement of audit compliance score by 25% (Jurgens & Dal Cin, 2025), a reduction in the number of reportable breaches by 71% and a reduction in breach detection time to less than 60 seconds. The changes in the processes will provide Anthem with the ability to protect sensitive information and meet the requirements of the regulations, and provide the evidence for the changes for accountability.

    Learning and Growth

    This strategy targets the employees of Anthem with the aim of creating a security-first culture. A measure of this strategy is the provision of HIPAA and cybersecurity training to all 40,000 employees. This training will help Anthem employees to identify these threats, to be compliant to the law, and to reduce the risk of errors that typically result in data breaches, which is the highest in the industry (Algarni and Thayananthan, 2025). Cultivating a security consciousness in employees will be the responsibility of the Chief Information Security Officer (CISO).

    Anthem is focused on creating a culture where every employee is accountable for security and every employee daily practices vigilant security. Success will be measured by the achievement of 100 percent of employees trained in six months, a target of 40 percent reduction in the violation of policies, and through the measurement of training module completion. Training and creating a security culture will reduce the impact of cybersecurity risks and breaches that Anthem will experience in the future and will demonstrate an ongoing commitment to integrity and accountability.

    Customer Satisfaction

    To regain customer trust, Anthem needs to create mechanisms to build customer confidence, improve stakeholder relations, and meet regulatory expectations. For the patients who are Anthem’s customers, trust is regained when Personal Health Information is protected. Personal Health Information Management reconstructs trust in the patients and the providers who use secure networks to unite patients and lessen the fear of losing patient information. The Office for Civil Rights (OCR) perceives compliance as a leveler. Compliance diminishes the chances of financial losses, and it minimizes monitoring.

    The trust of providers in survey outcomes, enhanced patient satisfaction, reduced patient attrition, and improved scores in audits of the OCR are the performance metrics that Anthem can use in this area. Elevating the needs of customers is exhibiting patient-centric care, which is one of the principles of patient care adopted by Anthem. It also builds Anthem’s credibility in the healthcare market.

    Recommendations

    One strategy to enhance the financial health of Anthem and cut back on costly risks is to incorporate AI-action-enabled cybersecurity. Because this technology will identify and respond to threats in real-time, the expensive impact of data breaches will be significantly lessened. The second strategy is the hiring and retaining of a Chief Information Security Officer (CISO). The CISO will be positioned to personally set an oversight role for the control and governance of the organization’s information security management, and will help ensure the organization is compliant with information security-related laws and mandates (Kitsios et al., 2023).

    Lastly, Anthem should make more frequent investments in inspections and audits of the information systems to eliminate security risks. The value this strategy presents to Anthem is the savings in future impact costs of regulatory fines and lawsuits. This is especially true because the expected benefit of investing in this strategy is $20 million, compared to the cost of $6.66 million. This is an attractive return on an investment.

    Implement Standardized Protocols and Continuous Quality Improvement Initiatives

    One of the best recommendations for Anthem, as well as other companies, is to standardize cybersecurity and continuous quality improvement (CQI) systems. Unified systems such as the same encryption systems, access control, and surveillance allow different divisions within a company to keep up to date with the best practices for protecting sensitive data. In a CQI environment, the assessment, training, and adaptation to new threats cycles, which allows an organization to be proactive, gives Anthem an edge in its defense strategy, as opposed to being reactive (Endalamaw et al., 2024). The adoption of these systems as part of their routine allows enhanced protection for the personnel and clients of the organization while it improves the organization’s functions and systems.

    Invest in Comprehensive Staff Training and Development Programs

    Another important recommendation is the investment in comprehensive staff training and development programs regarding HIPAA compliance, awareness of cybersecurity, and management of risks. With more than 40,000 staff, employees of Anthem become the first line of defense against cyber threats. Training is needed to reduce the probability of human error and to build accountability. These programs should consist of mandatory training, role-playing exercises, and continuous training, all devised by the Chief Information Security Officer (CISO) to promote the Security First culture. By prioritizing its employees, Anthem will have the ability to furnish its employees with the expertise to defend the company’s patients’ confidential information and fulfill its commitment to providing integrity and patient-centered services.

    The last recommendation is to build better patient engagement and communication systems to regain trust and build a better reputation for Anthem. Patients must trust that their sensitive health data is protected, and that Anthem is focused on being transparent and responsible. Some of the measures could be proactive communication if and when there are other improvements to security, easy-to-find resources to help educate patients on how patient-generated health data is protected, and robust and responsive communication systems to address patient concerns regarding the security of the systems (Khatiwada et al., 2024).

    It is also important to engage patients through communication in a mindset that is focused on patient care. Some of the measures of success in this area are higher levels of patient satisfaction, lower levels of patient attrition, and positive feedback on communication initiatives. Better engagement will not only help rebuild trust, but will also help achieve the goal of safely and reliably securing health insurance to the clients of Anthem.

    The Anthem 2015 HIPAA breach revealed deep fissures in cybersecurity, governance, and risk management systems, which exposed both patients and the company to higher risks. Implementing the Balanced Scorecard framework allows Anthem to quantify its mission and vision. This framework will provide plans in the areas of fiscal security, process improvement, talent development, and the trust of customers and stakeholders.
